Employability for Economic Recovery in South Ukraine is a collaborative programme developed by the Cegos Group (France), the GlocalShift Foundation (Netherlands), and Progressive&Strong (Ukraine). It focuses on strengthening employment systems in Odesa by enhancing skills, fostering entrepreneurship, and creating sustainable jobs for both local residents and internally displaced persons (IDPs) affected by the war.

The programme combines data-driven analysis, business engagement, and practical training to address immediate labour market needs and support long-term economic recovery. It identifies priority sectors, skill gaps, and opportunities for growth, then designs retraining pathways that connect people directly to employment. By linking public institutions, private enterprises, and local communities, the programme aims to create dignified livelihoods, improve resilience, and foster inclusive economic participation.
